Rethinking Technical Education: What the Burnham Government’s Reforms Mean for Young People

For generations, the route through British education has been relatively easy to picture: GCSEs, A Levels and, for many, university. The path through technical and vocational education has often been less straightforward. The new government wants to change this. Prime Minister Andy Burnham has announced plans to give young people earlier access to technical education, skills training, work experience and employers from the age of 14 in England, as part of a wider ambition to place academic and technical education on a more equal footing.

Burnham’s language has been deliberately direct. He has said Britain should value “the hard hat as much as the graduation cap”, while arguing that whether a young person chooses “construction, coding or classics”, they should receive the skills and respect they need. It is an ambitious change of emphasis. But not every element of the technical education reforms now taking shape originated with the new government, and important details of the newest proposals are still being developed.

So, what is actually changing, and what could it mean for students and families?

Technical education from the age of 14

At the centre of Burnham’s new proposals is the idea that technical education should become a more visible part of the school system from around Year 10. The government says young people will be able to access technical learning, skills training, work experience and stronger connections with employers, while schools, colleges, mayors, local leaders and businesses work together to create clearer routes into skilled employment.

The principle is important. Rather than presenting vocational education as something students encounter only after GCSEs, the aim is to help young people understand earlier how subjects studied at school connect with industries, qualifications and careers. Precisely how these pathways will operate in individual schools has not yet been set out in full. For parents, this is therefore an area to watch rather than a new set of choices that families need to make immediately.

From Greater Manchester to a national approach

For Burnham, the idea is not entirely new. As Mayor of Greater Manchester, he championed the Greater Manchester Baccalaureate, or MBacc, which was designed to give young people a clearer “line of sight” from school into technical education and good local jobs.

The MBacc links education to seven areas of Greater Manchester’s economy, including digital and technology, engineering and manufacturing, construction and the green economy, health and social care, and creative industries. It combines technical learning with employer encounters, work experience and careers guidance. There is an appealing logic to the model. Instead of waiting until a student leaves school to ask what opportunities are available, it encourages young people to see much earlier how their choices might connect to the world beyond education.

Taking that philosophy nationwide, however, will be considerably more complicated. Greater Manchester has spent years developing relationships between schools, colleges, employers and regional government. Reproducing that depth of collaboration across very different parts of England will take time.

Devolution could be central to the reforms

This is also why devolution matters. Burnham’s wider approach to government places considerably more emphasis on decisions being made locally. In July, the government announced what it described as the biggest transfer of power from Westminster in a generation, with a greater role for mayors and local areas in economic development, transport, public services and skills.

In education, the emerging model is one in which schools and colleges work more closely with employers and local leaders so that technical pathways reflect the economies around them. The government’s age-14 announcement explicitly envisages mayors and local leaders participating in that process. Done well, this could be powerful. A region with expanding engineering, digital or green industries could build stronger routes between education, training and employers who actually need those skills.

But localism also presents a risk. Some regions have larger employers, stronger economies and more developed institutions than others. If technical education is to enjoy genuine parity with academic education, greater local flexibility will still need to sit alongside strong national expectations for quality and opportunity.

What happens after GCSEs?

The age-14 proposals sit alongside a major reform of post-16 qualifications which was already underway before Burnham entered Downing Street.

T Levels will remain a significant part of the system. These are two-year technical programmes broadly equivalent in size to three A Levels and include substantial industry experience. In 2026, almost 20,000 students received T Level results, more than 65% higher than in 2025. From September 2027, the first V Levels will also begin to be taught. They are intended to offer a vocational Level 3 alternative alongside A Levels and T Levels. The first confirmed subjects are Accounting and Finance, Digital Systems and Data, and Education.

Two new types of Level 2 qualification will also be introduced: Foundation Certificates, designed primarily to support progression towards further Level 3 study, and Occupational Certificates, offering a clearer route towards skilled employment. For families, the post-16 landscape could therefore become more varied: A Levels for predominantly academic study; T Levels for substantial technical programmes; V Levels for broader vocational study; apprenticeships; and new Level 2 pathways for students who are not yet ready for Level 3.

Apprenticeships are part of the picture too

The government is also putting additional money behind apprenticeships and further education. From 1 August 2026, apprenticeship training became fully funded for eligible young people under 25. The government has also announced support worth up to £8,000 for eligible small and medium-sized employers taking on young apprentices, alongside investment to create more than 22,000 additional college and post-16 places.

Work experience is equally important. Access to valuable placements has traditionally been easier for young people whose families already have professional networks. Creating structured employer contact through schools and colleges could therefore have an important social-mobility benefit.

Rethinking GCSE resits

Another area now under scrutiny is what happens to students who do not achieve a grade 4 in GCSE English or maths. Under the current funding rules, young people continuing in 16–19 education who have not achieved grade 4 must continue studying English and/or Maths. Yet results remain poor: Education Secretary Lucy Powell said on GCSE Results Day that only around one in five students resitting the subjects succeeds.

New Level 1 “progression to GCSE” qualifications in English and Maths are already being developed. They are intended to provide a stepping stone towards GCSE rather than simply replacing the expectation that young people continue developing literacy and numeracy. Could technical education finally achieve equal status?

There is much to welcome in the direction of travel. For some students, learning becomes far more engaging when they can see its connection to real occupations and industries. Earlier exposure to engineering, technology, healthcare, construction or other technical fields may reveal abilities and ambitions that a predominantly academic curriculum does not always uncover.

But implementation will matter enormously. High-quality technical education requires specialist teachers, facilities, equipment and employers willing to provide meaningful experience. There is also a danger in asking young people to specialise too early. Fourteen is young, and technical pathways should expand a student’s options rather than quietly divide pupils into those considered “academic” and those considered “vocational”.

The most promising aspect of the reforms may therefore be less about any single new qualification and more about creating a clearer relationship between schools, colleges, employers and skilled work. University will remain the right destination for many young people. But it does not need to be the benchmark against which every other form of education is measured.

The real test will be whether technical routes provide the same quality, ambition and opportunity as their academic counterparts. If they do, families may eventually find themselves choosing between a broader range of genuinely respected pathways, based not on which is considered more prestigious, but on which gives an individual young person the best opportunity to thrive.
